Ovaj dokument predstavlja prvi sveobuhvatni strate\u0161ki okvir na razini Federacije Bosne i Hercegovine koji se bavi politikom prema mladima.<\/p>\n<p>Nakon usvajanja od strane Vlade, Prijedlog je upu\u0107en u Parlament Federacije Bosne i Hercegovine na dalje razmatranje i formalno usvajanje. Me\u0111utim, po\u010detkom 2026. godine Strategija jo\u0161 uvijek nije usvojena u Parlamentu, a proces je suo\u010den s odre\u0111enim zastojima. Prema parlamentarnim evidencijama, Prijedlog je u odre\u0111enim fazama bio povu\u010den iz procedure.<\/p>\n<p>Kada je rije\u010d o omladinskim politikama na kantonalnoj razini: analiza Vije\u0107a mladih Federacije Bosne i Hercegovine iz 2019. godine pokazala je da su u tom periodu samo tri kantona imala usvojene omladinske politike\/strategije, dok ih \u010detiri uop\u0107e nisu imala. Iako ne postoji sveobuhvatno a\u017eurirano mapiranje, zabilje\u017een je odre\u0111eni napredak u ranije nedovoljno obuhva\u0107enim podru\u010djima.<\/p>\n<p>Posebno se isti\u010de da je u kolovozu 2025. godine Bosansko-podrinjski kanton Gora\u017ede (jedan od kantona koji ranije nije imao strategiju i jedini koji je jo\u0161 2019. planirao njen razvoj) pokrenuo strukturirani proces izrade svoje prve strategije za mlade, uklju\u010duju\u0107i sastanke radne skupine koje koordinira <a href=\"https:\/\/mo.bpkg.gov.ba\/\">kantonalno ministarstvo za obrazovanje, mlade, nauku, kulturu i sport<\/a>.<\/p>\n<p>Ostali kantoni nastavljaju provoditi ili a\u017eurirati postoje\u0107e strategije u skladu s obvezama propisanim Zakonom o mladima Federacije Bosne i Hercegovine, usvojenim 2010. godine, koji je i dalje na snazi bez zna\u010dajnijih izmjena.<\/p>\n<p><strong>Teku\u0107e debate <\/strong><\/p>\n<p>Povjerenstvo za koordinaciju pitanja mladih Bosne i Hercegovine treba da postane operativno i nastavi rad kao radno tijelo Ministarstva civilnih poslova. Rad Povjerenstva zasniva se na:<\/p>\n<ul>\n<li>koordinaciji i suradnji izme\u0111u razli\u010ditih dr\u017eavnih institucija,<\/li>\n<li>multilateralnom pristupu rje\u0161avanju problema mladih,<\/li>\n<li>uklju\u010divanju mladih i zajedni\u010dkom upravljanju radom Povjerenstva.<\/li>\n<\/ul>\n<p>Debate oko <a href=\"https:\/\/mcp.vijeceministara.gov.ba\/en\/commission-for-the-coordination-of-youth-issues-in-bih\">Odluke o Povjerenstvu za koordinaciju mladih u Bosni i Hercegovini (Bosna i Hercegovina)<\/a> prvenstveno proizlaze iz slo\u017eene ustavne i politi\u010dke strukture zemlje, koja decentralizira autoritet nad pitanjima mladih na nivo entiteta (Federacija Bosne i Hercegovine, Republika Srpska i Br\u010dko distrikt). To je dovelo do stalnih ka\u0161njenja u dogovaranju i implementaciji revidirane Odluke, jer Povjerenstvo treba djelovati na dr\u017eavnoj razini, ali nema punu funkcionalnost zbog politi\u010dkih zapreka. Ispod je pregled klju\u010dnih debata i argumenata protiv formiranja ili pro\u0161irenja uloge Povjerenstva, na temelju dostupnih izvje\u0161\u0107a i analiza.<\/p>\n<p><strong>Glavne debate<\/strong><\/p>\n<p>Koordinacija naspram centralizacije: Veliki dio rasprave se fokusira na pitanje mo\u017ee li tijelo na dr\u017eavnoj razini, poput Povjerenstva, efikasno koordinirati politike za mlade, a da ne prekora\u010di nadle\u017enosti entiteta. Zagovornici tvrde da bi to pobolj\u0161alo efikasnost, potaknulo me\u0111uentitetsku suradnju i uskladilo se s ciljevima integracije u EU rje\u0161avanjem problema poput nezaposlenosti mladih (oko 46\u201347%), emigracije, radikalizacije i u\u010de\u0161\u0107a u dono\u0161enju odluka. Ipak, rasprave isti\u010du fragmentiranost: Bosna i Hercegovina nema nacionalnu politiku ili strategiju za mlade, \u0161to dovodi do neujedna\u010denih pristupa u entitetima. Relevantni akteri, uklju\u010duju\u0107i entitetske ministarstva i vije\u0107a mladih (Omladinski savjet Republike Srpske, Vije\u0107e mladih Federacije Bosne i Hercegovine i Vije\u0107e\/Savjet mladih Br\u010dko distrikta), pregovaraju o novom tekstu Odluke bar od po\u010detka 2020. godine, ali napredak je spor zbog razli\u010ditih prioriteta glede zastupljenosti, financiranja i opsega. Entitetski zakoni o mladima (npr. Zakon o mladima Federacije Bosne i Hercegovine iz 2010. i Zakon o omladinskim organizacijama Republike Srpske iz 2004.) ve\u0107 postoje, \u0161to postavlja pitanja o redundanciji naspram dodane vrijednosti na dr\u017eavnoj razini.<\/p>\n<ul>\n<li>Zastupljenost i inkluzivnost: Predlo\u017eeni sastav (9 \u010dlanova: 4 iz dr\u017eavnih institucija Bosne i Hercegovine i 5 iz omladinskih struktura) ima za cilj uravnote\u017eiti glasove vlasti i mladih, ali se rasprave fokusiraju na na\u010din odabira predstavnika i da li adekvatno odra\u017eava etni\u010dke i teritorijalne podjele u Bosni i Hercegovini. Krovna omladinska tijela zagovaraju ja\u010di utjecaj mladih kako bi odluke bile vo\u0111ene od strane mladih, dok entitetska ministarstva raspravljaju o podjeli mo\u0107i. Ugro\u017eene skupine (npr. Romi, LGBTIQ osobe, mladi s invaliditetom) \u010desto isti\u010du isklju\u010denost, tvrde\u0107i da Povjerenstvo mo\u017ee perpetuirati diskriminaciju ako nije osmi\u0161ljena inkluzivno. Internacionalna zastupljenost mladih iz Bosne i Hercegovine postala je politizirana bez funkcionalnog Povjerenstva, ponekad zahtijevaju\u0107i vi\u0161e delegata iz razli\u010ditih entiteta.<\/li>\n<li>Raspodjela resursa i implementacija: Financiranje je centralna tema rasprave, jer ne postoji poseban prora\u010dun na dr\u017eavnoj razini za omladinske politike. Preklapanje financijske podr\u0161ke sa op\u0107inske, kantonalne i entitetske razine stvara neefikasnost i dupliciranje. Akteri raspravljaju ho\u0107e li Povjerenstvo zahtijevati nove mehanizme financiranja ili se osloniti na donatore (npr. EU, UNICEF), \u0161to neki smatraju neodr\u017eivim. Pra\u0107enje i evaluacija tako\u0111er su sporna pitanja, jer ne postoji jedinstveni sustav za pra\u0107enje rezultata omladinskih politika.<\/li>\n<li>\u0160iri socio-politi\u010dki kontekst: Rasprave su povezane s naporima za pristupanje EU, gdje je Europska komisija kritizirala Bosnu i Hercegovinu zbog nedostatka napretka u u\u010de\u0161\u0107u mladih i koordinaciji. Poslijeratni izazovi poput etni\u010dkih podjela, visoke nezaposlenosti mladih i niskog povjerenja u institucije (npr. samo 8% mladih ima povjerenje u provo\u0111enje zakona) poja\u010davaju pozive na reformu, ali politi\u010dka nestabilnost (npr. izborni sporovi, rivalstvo entiteta) ko\u010di postizanje dogovora. Omladinske organizacije zagovaraju da Povjerenstvo prioritizira pitanja poput mentalnog zdravlja, obrazovanja i klimatskih promjena, dok vlade raspravljaju o njezinoj ulozi u me\u0111usektorskim oblastima (npr. obrazovanje, sport).<\/li>\n<\/ul>\n<p>Argumenti protiv Povjerenstva ili njenog predlo\u017eenog oblika:<\/p>\n<ul>\n<li>Ustavna i autonomna pitanja: Glavni argument je da su pitanja mladih ustavno dodijeljena entitetima, a ne dr\u017eavi, prema Dejtonskom mirovnom sporazumu. Kriti\u010dari, \u010desto iz entitetskih vlada (posebno Republike Srpske), tvrde da bi ja\u010de Povjerenstvo na dr\u017eavnoj razini moglo naru\u0161iti autonomiju entiteta, centralizirati vlast i biti u sukobu s etni\u010dkim i teritorijalnim balansima. Ova decentralizacija se vidi kao za\u0161tita lokalne uprave, a nametanje nacionalnog pristupa moglo bi pogor\u0161ati podjele umjesto da ih rije\u0161i.<\/li>\n<li>Politi\u010dki ne prioritet i disfunkcionalnost: Protivnici isti\u010du \u201cpoliti\u010dke razloge\u201d za nefunkcionalnost Povjerenstva u proteklim mandatima, sugeriraju\u0107i da nije prioritet u kontekstu drugih kriza (npr. EU reforme, ekonomska pitanja). Neki tvrde da bi postala jo\u0161 jedan birokratskoj razini bez stvarnog utjecaja, s obzirom na historiju zastoja institucija u Bosni i Hercegovini. Entitetska ministarstva mogu se protiviti ako Povjerenstvo umanji njihovu kontrolu nad omladinskim prora\u010dunima i programima.<\/li>\n<li>Nedostatak inkluzivnosti i efikasnosti: Kriti\u010dari iz civilnog dru\u0161tva i omladinskih grupa tvrde da trenuta\u010dna\/predlo\u017eena struktura ne uklju\u010duje dovoljno razli\u010ditih aktera niti odgovara na potrebe ugro\u017eenih populacija, \u0161to mo\u017ee dovesti do tokenizma. Postoji skepticizam u pogledu sposobnosti Povjerenstva da provodi politike, jer entitetski zakoni ve\u0107 ure\u0111uju omladinski rad, a bez nacionalne strategije Povjerenstvo mo\u017ee zakazati u ostvarivanju konkretnih pobolj\u0161anja.<\/li>\n<li>Financijske i prakti\u010dne prepreke: Argumenti protiv nagla\u0161avaju oskudicu resursa, nedostatak posebnih prora\u010dunskih linija za mlade na dr\u017eavnoj razini i oslanjanje na donatore, \u0161to Povjerenstvo mo\u017ee u\u010diniti nestabilnom. Preklapanja s entitetskim programima mogu dovesti do rasipanja resursa, a bez sna\u017enog pra\u0107enja postoji rizik od neefikasnosti.<\/li>\n<\/ul>\n<p>Na kraju, iako postoji \u0161irok konsenzus o potrebi bolje koordinacije omladinskih politika, nedostatak suglasnosti oko Odluke odra\u017eava dublje probleme u upravljanju Bosnom i Hercegovinom. Napori za o\u017eivljavanje Povjerenstva se nastavljaju, uz potencijalnu povezanost s inicijativama financiranim od EU, ali po\u010detkom 2026.
